Ghee

Fennel seeds

Water

Cooking instructions

* Step 1

Dissolve jaggery in water and strain in a bowl

Add wheat flour, ghee and fennel and make a smooth consistency

In a wok heat oil and fry gulgule in heated oil serve with fried papad
